Foreign Threat Actors Targeting Australia's Cyber Landscape
In a Feb. 19 address, ASIO Director-General Mike Burgess presented his annual threat assessment, highlighting an increasingly volatile geopolitical environment where foreign powers are intensifying their cyber espionage and sabotage efforts.
Among his top concerns were:

"Artificial intelligence will amplify the spread of disinformation, weaken public trust in institutions, and enhance espionage capabilities through data collection and analysis," Burgess warned.
Military and Government Under Cyber Siege
Burgess shed light on efforts by foreign adversaries to infiltrate Australia’s military and key government partnerships. Some recent tactics include:
- Targeting defense personnel through online approaches and even gifting surveillance-laced items
- Espionage attempts on the AUKUS alliance (Australia, UK, and US), including intelligence gathering on Australia’s military capabilities and diplomatic strategies
- Growing cyber intrusions aimed at military decision-making and war-fighting infrastructure
Critical Infrastructure: A Prime Target for Hostile Nations
Australia’s energy, transport, and communication networks have become primary cyber targets, mirroring tactics seen in Russia’s attacks on Ukraine’s infrastructure.
"Foreign regimes are increasingly willing to disrupt or destroy critical infrastructure to manipulate decision-making, weaken defense capabilities, and sow discord," Burgess explained.
ASIO recently assisted US intelligence in neutralizing a cyber intrusion from a state-backed hacking unit attempting to map and exploit critical networks.
An Evolving Cyber Warfare Landscape
Burgess warned that foreign governments will continue pre-positioning themselves in Australia’s cyber environment, laying the groundwork for future attacks—even in times of relative peace.
With geopolitical tensions rising, cybersecurity in Australia has never been more crucial, requiring robust defenses, intelligence sharing, and proactive threat mitigation to counter increasingly sophisticated adversaries.
